A drone operator must contact the relevant Park Manager prior to flying a drone in a State Park.

Senate Bill 370 (2015)

Declares that only the State may enact laws to prohibit, regulate, or restrict the testing or operations of UAS.

Maryland State Pre-emptions

Maryland State Legislature maintains pre-emption for all rules and regulations that concern recreational and
commercial drone use.

Local drone laws in Maryland refer to policies and regulations that are enacted and enforced at the county, city, or town levels.

 

Frederick County Parks and Recreation

Drone operations are only allowed in specific parks (Catoctin Creek Nature Center, Kemptown Park, Middletown Park, Old National Pike Park, Utica District Park) and only after completion of a Special Request Form.

City of Baltimore Parks and Recreation

No person shall engage in model airplane flying or toy aviation in Baltimore city parks except at places designated or maintained for such activities.
